Manager of Technology Infrastructure

This position leads the efforts of Technology and Innovation (T&I) to provide a modern, reliable, secure, cost-effective technology architecture to power T&I’s campus IT services, Internet access, communications, and workstations. The manager of infrastructure provides personnel and technical leadership to a team of system and network administrators and partners with staff and leadership elsewhere in T&I and the broader College to provide outstanding, responsive service. Additionally, this role oversees operating and capital spending and budgeting for systems, network and telecommunications functions, including managing vendor and supplier relationships.

Along with leading the infrastructure team as a manager, this position supports the technical work of the department as a practitioner, through their own work as a subject matter expert in at least one discipline, and more broadly by providing technical oversight and guidance across all disciplines in the infrastructure team. For this reason, the incumbent should have some experience in supporting or leading some or most of the infrastructure team’s core disciplines -- including system/server administration, endpoint/workstation management, infrastructure automation, data center, telecommunications, and wired and wireless networking -- along with deep expertise in at least one of these domains.

This position will represent the Infrastructure team on T&I’s Leadership team and will collaborate with the division’s Technical Architecture Team.  S/he is expected to contribute positively to building a high-performing team and promoting a culture of collaboration, transparency, empathy, innovation, and accountability within T&I.

Principal Duties and Responsibilities

Infrastructure Team Leadership

  • Direct the strategic and day-to-day operations of Infrastructure, including creating and managing strategies, plans, policies, procedures, and budgets. 
  • Work with the division’s Technical Architecture Team to develop and maintain an infrastructure architecture roadmap that effectively meets both current and future needs.
  • Supervise, mentor, evaluate, and direct the work of staff, including meeting regularly to discuss progress of work, resolve problems, and ensure standards for quality and quantity of work are met. Participate in or lead hiring processes, as needed.
  • Encourage the adoption of T&I, higher education and industry best practices including Agile, DevOps, information security competencies, use of automation frameworks and platforms, etc.
  • Lead the evaluation of core infrastructure solutions and develop business cases, ROI, TCO, and other analyses to help guide their selection.
  • Develop financial models related to equipment replacement and maintenance and contribute to multi-year budget projections. 
  • Cultivate advantageous relationships with vendors, including contract review and compliance, associated payment approvals, and conflict resolution.
  • Creatively source and coordinate additional labor, vendor support, and consulting services to best meet short- and long-term needs.
  • Identify, initiate, and manage, where appropriate, high-visibility T&I infrastructure projects, including developing: project scope, specifications, plans, budget, risk assessment, alignment of resources, and communication plans.
  • Oversee the planning and design of technology in new construction and renovation projects, collaborating with campus constituents on design and T&I Engagement to ensure T&I successfully meets project deliverables on time and budget.
  • Ensure high availability and reliability of core data and systems, establish disaster recovery (DR) strategies, and ensure DR plans are current and regularly tested.

Infrastructure Technical Expertise

  • Provide direct support in one or more of the discipline areas of Infrastructure, including system/server administration, endpoint/workstation management, infrastructure automation, data center, telecommunications, and wired and wireless networking. This includes expertise in some (but not all) of the following skill areas:
    • Maintain infrastructure elements through build, test, operate, patch/update, scan/remediate, and retire lifecycles
    • Deploy servers, automation code, system templates, network configuration, or hardware as required to meet the expected service level
    • Support network and server infrastructure including hypervisors, storage arrays, backup clients/targets, core/access/edge networking gear, wireless network technologies, and other infrastructure required to support T&I services.
    • Assist in building, maintaining, patching and updating servers and systems applications on Linux and Windows, including zero-day/time sensitive response to security vulnerabilities.
    • Support services related to authentication and security, including SSO technologies (ADFS, Azure AD, SAML2, etc.), SSL certificates, infrastructure health and monitoring, network configuration management, etc.
    • Provide support for campus-based applications and systems (including application and file servers, Active Directory, DNS/DHCP, web servers, campus card, printing and LMS environments).
  • Participate in projects and operational activities to modernize T&I infrastructure through automation and orchestration, migration to cloud services, selection of next-generation platforms, etc.
  • Assist in coordination as needed with outside providers.
  • Implement solutions to migrate infrastructure to IaaS (AWS, Azure, etc.) where appropriate.
  • Work closely with partners in other areas of T&I, including Enterprise Systems and Analytics, Engagement, Information Security, and Digital Transformation, to ensure Infrastructure deliverables are meeting departmental and campus expectations


Minimum Qualifications

  • Bachelor’s or advanced degree, preferably in computer engineering or computer science, with five or more years of relevant experience.
  • Experience providing operational, technical and/or personnel leadership within a cross-functional infrastructure team.
  • Demonstrated experience managing financial resources (including operating and capital budget lines) as well as vendor and supplier resources (including sourcing contractors and professional services firms, performing vendor selection and contract/price negotiation, etc.) is preferred
  • Strong knowledge of the future technical and architecture directions emerging in infrastructure, including cloud-centric design and architecture, modern integration capabilities, etc.
  • Mid-level to senior practitioner capabilities in one of the disciplines comprising infrastructure: servers, storage, infrastructure automation, network, data center, or telecommunications.
  • Understanding of public cloud (AWS, Azure) technologies and capabilities, scripting technologies (PowerShell, perl, etc.) and APIs, including those used to address and interoperate with cloud services. 
  • Familiarity with virtualized data center environments (Vmware ESX, Microsoft Hyper-V or equivalent), including understanding of concepts around storage area networks, replication/backup solutions, and file operations/storage.
  • Ability to troubleshoot and interact effectively with vendor support offerings.
  • Ability to balance system security with the needs of a variety of stakeholder needs.
  • Excellent verbal, written, interpersonal, and customer service skills and ability to establish good working relationships with a wide range of people within an academic community.
  • Project and time management skills, with ability to effectively manage competing priorities.
